I think that you can only get out from library if u already have the grapple.. :\ because there must be some mechanism that allows u to get out from library. :\
i mean, if you go to the stairs and you put ur camera in front of the table and look the ceiling you'll see some kind of oil lamp that could be used with the grapple...

and I would really like to know where the grapple is :B

You don't need the grapple to get out of the library. You will need it at this location to obtain another item.

The grapple can be found:

Spoiler

in the garden, luckily you just obtained the map for the maze. However, to enter the maze you need another item. - Find the guns - find a way into the secret chamber - collect another tool there.

When you enter the maze the grapple is found at the center.
